"Portugal was one of the few European countries that remained neutral during World War II. It became a haven for refugees and a useful escape route. The flurry of activity made the capitol city, Lisbon, the ideal location for both sides to keep tabs on their enemies. As a result, Lisbon became known as the City of Spies.
